New Biomass Power Plants: Special regime - Update
December 2017

Decree-Law no. 64/2017, of 12 June, sets forth a special regime aiming at providing attractive conditions for the municipalities to build and operate a number of biomass power plants to produce energy (electricity and heat) from forest biomass, at a local scale (up to 15 MW each). This initiative has been adopted within a broader reform of the forest sector, based on three main areas of intervention: territorial planning and management of the forest, ownership of the property and protection of the forest in the areas of prevention and firefighting.

Considering its relevance in complying with 2020 indicative target, adopted by Portuguese Renewables' Action Plan for 2013-2020 and the National Energy Strategy for 2016, as well as in supporting the forest preservation and firefighting, we highlight the main aspects of Decree-Law no. 64/2017, of 12 June, in force since 13 June.
